Letter Policy

Please read all bullet points thoroughly. Position letters that do not meet committee requirements may not be accepted or reflected in the analysis.


  • Our letter deadline is the Wednesday before the hearing at 12pm (unless otherwise stated). Letters received after the deadline may not be reflected in the analysis. For example, if a bill will be heard on Wednesday, April 10th the letter deadline is the Wednesday prior, April 3rd at 12 p.m.

  • We will accept letters that are addressed to the author’s office and/or other Committees, but they must be specifically submitted to our Committee using one of these approved methods:

    • Through the Advocacy Portal

    • E-mail to the Committee Assistant (see list of staff emails on the homepage)

    • Mailed to us at: Senate Labor and Public Employment Committee, 1021 O Street, Room 6740, Sacramento, CA 95814

  • If you are the sponsor of a measure, your letter must identify your organization as the sponsor.

  • Letters from a single organization must be submitted on letterhead, or include the name, title, and signature of an individual representing the organization.

  • If you are using the Advocacy Portal, you must submit your letter directly to our Committee. Letters submitted only to other Committees through the Advocacy Portal may not be reflected in the analysis.

  • Only positions in support or opposition of a bill will be listed in an analysis. Positions of conditional support or conditional opposition will not be listed in an analysis. “Oppose unless amended” will be reflected as opposition. Positions of “Support if amended” will not be reflected. However, we will still accept these letters of conditional positions, review the content of the letters for our analyses, and these letters will become part of the Committee’s official bill file.

  • If an organization or individual changes their position on the bill, it is the responsibility of that organization/individual  to submit an updated position letter to the Committee. In the absence of an updated letter, the Committee may assume that the organization/individual’s position remains unchanged.


For letters from multiple organizations (coalition letters)

  • Every organization must be listed by their full name at the bottom of the letter, in alphabetical order.

  • In addition, for each organization in the coalition, the letter must include either 1) a logo or 2) the name and signature of an individual representing the organization.

    • If using logos, they should be placed at the top of the letter, before the address line. If using an individual’s name and signature, they should be listed at the end of the letter.

  • When submitting a coalition letter to the Advocacy portal: 

    • A coalition letter cannot be submitted under one organization’s name. Each organization must be selected in the Portal before a letter is submitted to the committee. 

    • The full names of the selected organizations in the portal should match what is listed at the bottom of the letter in order to be listed in the analysis. If there are discrepancies between the organizations selected in the Advocacy Portal, and those listed in the letter, the Committee may ask that the coalition letter be resubmitted. Resubmitted letters are still subject to the letter deadline.
